Role Model Councils

Eleven Role Model Councils have been selected to participate in the EHC pilot project. This group is:
  • the focus for fast-tracking electronic Development Assessment (eDA) service delivery using Code-based applications,
  • playing a significant role in the development of leading practice models,
  • sharing their learning with peer Councils, and
  • promoting wider take-up of eDA systems and processes to other Councils and Agencies.

While it's not expected that all Role Model Councils will reach a uniform service capacity level in the program timeframe, all will be able to demonstrate improvement in their service capacity from their pre-project level. This approach also means that other Councils will be able to identify with a Role Model Council (e.g. by geography, demography, technology systems used etc) and follow their improvement pathway through the leading practice models.

Each Role Model Council has a structured program of work that is locally relevant and caters for differing levels of capacity, readiness and scale, but that also strives for greater efficiencies and effectiveness through program-level planning. Councils have set their own performance levels for the priority area activities, allowing them to create an achievable work-plan that combines a mix of escalated activities with more modest objectives over the program timeframe.
