Hi, my name is John Hudson and I am the Director of Sustainable Systems for NSW Department of Planning and the Chair of the Electronic Housing Code (EHC) Steering Committee.

Technology plays an increasingly important and influential role in our daily lives – many of us conduct a significant part of our lives online – paying the bills, ordering groceries, booking travel, watching movies and catching up with long lost friends; the extent to which we have become ‘e-reliant’ influences the way in which people communicate with one another and the way we conduct our lives.

E-Planning is the logical evolution of the planning system; using technology to inform the planning process and policy. The Electronic Housing Code pilot project is an innovative e-Planning initiative to improve customer service, reduce resource drain, limit mistakes, cut approval times, create partnerships and save money. I hope this blog will stimulate thought, provoke conversation and inform; and I look forward to bringing you regular updates on the EHC pilot project, showcasing the people and processes within the project and discussing e-Planning issues.

We at the EHC Project Management Office are keen to hear your opinions on e-Planning, specifically the EHC pilot project and what it means for the NSW planning system. A new entry will be posted fortnightly so we encourage you to regularly visit the blog and post comments. The feedback provided by you will be used to shape the EHC pilot project.

Hi John,

The use of the word "innovative" is questionable, as there exists proprietary software in many NSW Councils that could be extended to cater for state wide platforms. The interoperability with those systems will need to be catered for. The word "duplicative" might be more apt.

Thanks for your post Paul.The interoperability between Development Assessment systems in the State, Local Government and Industry sectors is a central theme of the electronic Housing Code system and the Department/ LGSA are encouraging vendors to become eDAIS conformant to achieve this. You will note on this website there is an eDAIS link that can tell you more about this including the transactions we are using in NSW.The aim of the EHC is to deliver a State based system for a State based policy, The NSW Housing Code. The EHC Supports greater uptake of Complying Development and builds upon existing Government investment (Government Licensing System). It also provides a single entry point for industry in the preparation and lodgement of applications and has included a strong stakeholder engagement approach to inform the build of the system rather than adopting an off-the-shelf solution. We believe such ingredients make the project innovative rather than duplicative.At the end of October 2010 we held a Vendor Briefing Session to inform Vendors of the approach taken with the EHC and have suggested Vendors make an appointment to speak with us to see how they can best work with the EHC State-based system once it is operational. This invitation stands. In the meantime, if you have any ideas on how you think the Complying Development process can be further supported, we welcome suggestions.John Hudson

Hello John,
My name is Chris Kendall and I am the Director of The Planning Portal http://www.planningportal.gov.uk
I run the e-planning programme for the U.K Government where we introduced e-planning a few years ago.
As a result more than 50% of all planning applications are now submitted online saving businesses and the U.K Government hundreds of Millions of UK Pounds every year, not to mention the huge environmental benefit that e as opposed to (p) paper planning brings.
I'd like to wish you good fortune on your journey - you're not alone.

Hi John and the EHC Team, the development industry has stated,for many years, that it wants standardised forms/templates for all council applications across NSW (and Australia). To achieve this, I understand that the delivery of a particular project has to be created and implemented for this to be realised. Being a planner myself with over 25 years experience in Councils, it is encouraging to see that an opportunity has come around and that benefits can be seen. The frustration of Councils is the lack of some detail in the way applications to council are presented. It is the 'applicant' who is lodging the application.And why not the NSW Housing Code. To provide industry/applicants with an interactive web based system to interogate land data such as that created with state based systems should be enhanced. Govt has decided to take the lead in this field such as the EHC Pilot Project, and in understanding the advantages of the system, better outcomes with 'improvments to the planning system' is guaranteed. Industry should embrace the 'pilot project' and encourage its future potential., no matter what the final system looks like. Keep it up.
